The Global Compact, SDGs, and Migration: A Path to Inclusive Solutions

In our interconnected world, migration stands as both a challenge and an opportunity, influencing economies, societies, and cultures globally. Addressing the complexities of migration requires coordinated efforts and inclusive policies. Two key frameworks guide these efforts: the Global Compact for Safe, Orderly and Regular Migration and the Sustainable Development Goals (SDGs). Understanding how these frameworks intersect can help craft solutions that promote human rights, development, and social cohesion.

The Global Compact for Safe, Orderly and Regular Migration

Adopted by the United Nations General Assembly in December 2018, the Global Compact for Safe, Orderly and Regular Migration (GCM) is a landmark agreement designed to enhance international cooperation on migration. The GCM sets out a comprehensive framework with 23 objectives aimed at improving migration governance and ensuring the protection and rights of migrants. These objectives include:

  1. Addressing the Drivers of Migration: Tackling the root causes of forced migration, such as conflict, poverty, and climate change.
  2. Enhancing Border Management: Improving the management of borders and migration processes to ensure safety and efficiency.
  3. Protecting Migrant Rights: Ensuring that the rights of all migrants, regardless of their status, are respected and protected.
  4. Promoting Regular Migration Pathways: Creating opportunities for legal migration and reducing irregular migration.
  5. Strengthening International Cooperation: Enhancing collaboration between countries to manage migration effectively and share best practices.

The Sustainable Development Goals (SDGs)

We discussed the SDGs and migration in our las VN blog post. As mentioned, the SDGs provide a global framework for addressing a broad range of issues—from poverty eradication to climate action—the SDGs emphasize the need for inclusive progress. Migration intersects with several SDGs, including:

  • SDG 1 (No Poverty): Many people migrate in search of economic opportunities to escape poverty. Reducing global poverty can help address one of the main drivers of migration.
  • SDG 3 (Good Health and Well-Being): Migrants often face health challenges and disparities in access to healthcare. Ensuring health for all includes addressing these challenges.
  • SDG 4 (Quality Education): Access to education is crucial for migrants, especially for children. Ensuring that all children, including migrants, receive quality education supports long-term development and integration.
  • SDG 10 (Reduced Inequalities): Migration can both exacerbate and help reduce inequalities. Addressing inequalities requires policies that support both migrants and host communities.
  • SDG 16 (Peace, Justice, and Strong Institutions): Many migrants are displaced due to conflict and instability. Promoting peaceful societies and strong institutions helps address the root causes of forced migration.

Bridging the GCM and SDGs: A Unified Approach to Migration

Integrating the Global Compact and the SDGs offers a holistic approach to managing migration and promoting development. Here’s how these frameworks complement each other:

  1. Comprehensive Migration Management: The GCM’s focus on safe, orderly, and regular migration aligns with SDGs aimed at reducing poverty and inequalities. Effective migration management helps address the root causes of migration while ensuring that migrants have access to essential services and opportunities.
  2. Human Rights and Inclusivity: Both the GCM and the SDGs emphasize the importance of protecting human rights and promoting inclusivity. The GCM’s objectives on migrant rights and the SDGs’ focus on reducing inequalities and ensuring no one is left behind work together to create an environment where all individuals, regardless of their migration status, are treated with dignity and respect.
  3. International Cooperation: The GCM encourages international cooperation and sharing of best practices, which complements the SDGs’ call for global partnerships and collaborative efforts. By working together, countries can address migration challenges more effectively and support sustainable development goals.
  4. Addressing Root Causes: The GCM’s emphasis on addressing the drivers of migration, such as conflict and economic instability, supports SDG objectives related to peace, justice, and economic development. By tackling these root causes, both frameworks contribute to reducing forced migration and promoting stable and inclusive societies.
  5. Monitoring and Accountability: The GCM includes mechanisms for monitoring and reporting on migration issues, while the SDGs have established indicators for tracking progress. Aligning these monitoring efforts ensures that migration-related data is used effectively to inform policies and actions.

By aligning these frameworks, we can develop solutions that not only manage migration more effectively but also promote human rights, inclusivity, and sustainable development.
